Pages and permissions
Entry is the isolated path /partners, shared privately by partnership owners. The C-end production app does not show this entry.
Login
Invited email + 6-digit OTP. OTP lives 5 minutes, is single-use, and cannot be resent within 60 seconds. Five consecutive failures lock 30 minutes. Session is 24 hours; withdrawals need a step-up in the last 15 minutes.
Suspended or terminated partners get no operating data. Queries take agent_id from the server session and must not trust a client owner_agent_id.

L1 applications
Partners can only submit and view. Platform review lives in a separate internal console. States: draft, submitted, reviewing, approved, rejected, withdrawn. Approved / rejected are terminal.
Suggested role is a suggestion only. Approval binds agent_role and pricing_rule_version_id.
