APIs and data model
This module mounts only when AORA_PARTNER_ADMIN_ENABLED=true. When off, the paths do not exist and C-end /api/agent/sources/* is unchanged.

The PRD appendix used /agent/* as product names. Implementation uses /api/partner/* so it does not collide with Agent work-items or Feishu / Telegram sources.

Rollout
- Shadow calc vs standard samples.
- Allowlisted partners, read-only.
- Fee withdrawals with human review.
- Small allowlisted automatic profit-share payouts.
- Scale. Until real payouts exist, status must not show paid.
